UN High Commissioner for Refugees (UNHCR), Submission by the United Nations High Commissioner for Refugees for the Office of the High Commissioner for Human Rights’ Compilation Report – Universal Periodic Review: Italy, March 2014

Italy is considered a country where best practices are implemented for saving people at sea and an adequate procedure for granting international protection status is in place; moreover, positive results were achieved in the normative framework by transposing the EU Qualification Directive. The critical issues mostly concern: the entry into the national territory and the non-refoulement of asylum seekers, with a focus on the lack of implementation of the recommendations concerning the execution of the judgment of the European Court of Human Rights in the case Hirsi; access to the asylum procedure; the reception conditions for asylum seekers and the integration of refugees.
