Committee of Ministers of the Council of Europe, Resolution on the implementation of the Framework Convention for the Protection of National Minorities by Italy, adopted by the Committee of Ministers on 5 July 2017 at the 1291st meeting of the Ministers’ Deputies, CM/ResCMN(2017)4, 5 July 2017

In its Resolution, the Committee of Ministers of the Council of Europe called on Italy to adopt a specific legal framework for the protection of the Roma, Sinti and Camminanti communities and to make sustained and effective efforts to prevent, combat and punish the inequalities and discrimination suffered by persons belonging to them. The Committee recommended also revising the mandate and status of the Office for the Promotion of Equal Treatment and the Fight against Racial Discrimination (UNAR) with a view to strengthening its competencies and continuing to make available the resources needed for it to operate efficiently and independently, in accordance with the ‘Paris Principles’. It is furthermore stressed a redefinition of the procedures for appointing representatives of national minorities in the work of the Technical Committee for the implementation of law n. 482/1999, to ensure that the legitimate interest of the historically linguistic minorities recognized by this law is represented.
