The Committee considered the national report submitted by Italy on 21 october 2015. Introduction of the torture offense in the criminal code, establishment of an independent human rights institution, preventive measures against torture in the penitentiary system, repatriation of migrants are addressed in the Report. Following are updates on the training programs of police forces and other public security bodies, the detention of persons with mental disabilities and the overcrowding of prisons, especially following the ratification of the Optional Protocol to the Torture Convention and the Torreggiani judgment of the European Court of Human Rights of 2012.
