Based on its visit to Italy from 18 to 21 April 2016, the Committee noted the absence of a specific provision on the crime of torture in the Italian Criminal Code, inadequate detention cells for prolonged period and some forms of physical ill-treatment. With regard to psychiatric establishments, patients’ material living conditions and the treatments offered to patients were deemed generally adequate, but other elements, such as the lack of a clear legal framework regulating the administration of non-voluntary treatment for psychiatric patients, were considered with concern.
