European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), Report to the Italian Government on the visit to Italy carried out by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) from 16 to 18 December 2015, CPT/Inf (2016) 33, 15 December 2016

In its Report, the European Committee found inadequate Italian protection measures for returned foreign nationals, during a joint removal operation (JRO) by air from Rome to Lagos (Nigeria). The Committee is critical of the fact that some Nigerian citizens were subject to removal from Italy while court appeals in relation to their asylum requests were still pending. Furthermore, it has found violations with regard to the information obligations to the addressees of the measure, who had learned of their repatriation only the day before departure. The report focuses on other issues such as the need of systematically undergoing medical analysis of people to be repatriated before departure, the recruitment of escort staff, the measures to be taken to avoid cases of occupational syndrome and the establishment of effective complaint and monitoring mechanisms.
